Tony Canavan
CEO Saolta University Healthcare Group, University Hospital Galway
Tony has worked in the health services since 1993 across a range of services including Mental Health Services, Public Health, Primary Care and Corporate Services.
Tony’s first senior management appointment was in 2002 as General Manager of Mayo General Hospital. In 2009 he was appointed General Manager of Primary Community and Continuing Care for County Galway. Tony was appointed Chief Operating Officer to what became known as the Saolta Hospital Group in 2012. During 2012 – 2013 Tony was also General Manager of Galway University Hospital. Following this, he was appointed Chief Officer for Galway, Mayo and Roscommon Community Healthcare Organisation in 2015. Tony moved to his current role as CEO Saolta University Healthcare Group in September 2019.
Tony has recently been elected as President of the Health Management Institute and is a member of the scientific subcommittee of the European Association of Hospital Mangers (EAHM).

Alison Harnett
CEO, National Federation of Voluntary Service Providers
Alison is the CEO of the National Federation of Voluntary Service Providers which is the umbrella group of voluntary/non-for-profit intellectual disability service providers in Ireland. The National Federation represents organisations who provide services and supports to over 26,000 people with intellectual disabilities and their families in Ireland.
She has been working with the National Federation in a range of roles since 2004, which have included as a project coordinator for a national action-research project to develop Best Practice Guidelines for Informing Families of their Child’s Disability (www.informingfamilies.ie). More recently Alison has worked as Director of Policy, which included the facilitation of the Next Steps community of practice – a collaborative shared learning initiative between 26 National Federation member organisations developing innovative individualised supports, focused on supporting implementation of the rights enshrined in the United Nations Convention on the Rights of Persons with Disabilities.
As part of her work as CEO of the organisation she represents the National Federation on a range of national stakeholder groups and processes including the Health Dialogue Forum, the National Disability Stakeholders Group and the HSE’s National Consultative Committee on Disability. Alison holds a B.Sc. in Communications and her PhD was undertaken through the School of Psychology in University College Dublin, and focused on the early information needs of families of children with disabilities.
Ann Marie Hoey
National Director, Human Resources, Health Service Executive
Anne Marie Hoey is the National Director of Human Resources for the HSE since 2019. She has over 30 years’ experience in the Irish health service, holding a number of senior management roles, across acute hospitals, community services and PCRS. Her focus includes strategic and operational management, change management and people management. She holds a BSc in management in addition to a Master’s Degree in Health Service Management from Trinity College and is a Chartered Fellow of CIPD.
Alexandre Lourenço
Coimbra Hospital and University Centre and Adjunct Assistant Professor, National School of Public Health.
Alexandre Lourenço is a hospital administrator at Coimbra Hospital and University Center and Adjunct Assistant Professor at the National School of Public Health, who performs public duties in various institutions of the Portuguese Ministry of Health. He is also a consultant at the World Health Organisation (WHO) in the areas of financing, health systems strengthening and health services delivery. Alexandre also coordinates the Postgraduate Program in Management of Health Institutions at ISEG – Lisbon School of Economics and Management, and is an Associate Member of the NOVA SBE Health Economics and Management Knowledge Centre.
He holds a PhD in Management from Nova School of Business & Economics, Lisbon. He is a Specialist in Hospital Administration (MHA), postgraduate in Primary Health Care Management and Master in Health Management (MSc) from NOVA NSPH . Former President of the Portuguese Association of Hospital Administrators, presently he is a board member of the European Association of Hospital Managers and Treasurer of the European Health Management Association.
Dr Cathal Morgan
Policy Advisor, WHO Regional Office for Europe
Technical Officer – Rehabilitation Health Services & Disability Inclusion
On a secondment arrangement from the Health Service Executive, Cathal works as a Policy Advisor to the WHO Regional Office for Europe. In this role, Cathal provides technical advisory support to WHO member states in scaling access to rehabilitation and digital/assistive technology. He also advises member states in developing and implementing disability inclusion policy solutions in health and social protection services.
Cathal has held several senior leadership positions within the Irish Public Service including as Assistant National Director of Disability Operations in the Irish health service, Director of the Homeless Agency, and National Drug Strategy Manager. He is also a member of the Board of the National Disability Authority, an independent statutory body that delivers independent research and policy advice to the Irish Government on disability matters.
Cathal is a qualified clinical psychotherapist and holds a master’s degree in clinical psychotherapy, a PhD in clinical research and a post-graduate diploma in executive leadership coaching.
Stephen Mulvany
Acting Chief Executive Officer, Health Service Executive
Stephen Mulvany commenced his role as Acting Chief Executive Officer of the HSE in October 2022. Stephen has held a variety of roles across the public health and social care system; including Chief Financial Officer (CFO) since 2014. Immediately prior to being CFO, Stephen was the first National Director for Mental Health. Other roles in Stephen’s 25 year career in healthcare, include as Industrial Relations Officer for the then Eastern Health Board, Hospital Network Manager for the North East and also Dublin North Hospital Networks and Regional Director of Operations for the Dublin North East Region, where he was responsible for the management of community and acute services on behalf of the people of Dublin City and north county Dublin, Meath, Louth, Cavan and Monaghan.
Prior to his time in healthcare, Stephen worked for a number of years in local government. Key focuses of Stephen’s 30+ year career to-date within the Public Sector include operations, performance management, accountability, financial planning as well as corporate and professional leadership. Stephen qualified as a Certified Accountant (FCCA) with a Postgraduate Diploma in Management and Application of Information Technology in Accounting, holds an MSc in Management Practice and a Certificate and Diploma from the Institute of Directors.
Lucy Nugent
CEO, Tallaght University Hospital
Lucy has worked in the acute hospital sector for over 20 years and is a Registered Children’s Nurse and Registered General Nurse. She holds a Bachelor of Nursing Studies (Hons) from Dublin City University, an M.Sc. (Hons) in Healthcare Management from Trinity College, Dublin and a Diploma in Leadership and Quality Improvement from the Royal College of Physicians Dublin.
Lucy began her four year term as President of the European Association of Hospital Managers (EAHM) in October 2022. She sits on the EAHM Executive Committee and on the International Hospital Federation’s Chapter on “International Core Leadership and Managerial Competencies”. Lucy is also a HMI Council Member.
Breda also serves as Vice President of the Health Management Institute.
Breda Crehan Roche
Chief Officer, Community Healthcare West, Health Service Executive
In January 2020 Breda commenced as Chief Officer for Community Healthcare West. Community Healthcare West includes Primary Care, Mental Health, Older Persons Services, Disability Services and Health and Well-being Services for Counties Galway, Mayo and Roscommon.
From September 2005 to December 2019 Breda was Chief Executive Officer of Ability West, a Section 39 funded organisation providing services to children and adults with intellectual disability throughout Galway city and county. Over the years Breda held a number of senior management positions, in the Midland Health Board culminating in Assistant CEO of Community Care Services and previous to that Director of Services for Persons with Disabilities. In March 2005 she was appointed Assistant National Director of Social Inclusion in the newly formed Health Service Executive a role she covered until August 2005.
Breda is Registered Nurse, Montessori Teacher, has a MSc in Economics and Healthcare Management from the University of Wales and a MBS from University of Limerick.
Breda also serves as Vice President of the Health Management Institute.
Professor Breda Smyth
Chief Medical Officer, Department of Health
Professor Breda Smyth is currently Chief Medical Officer in the Department of Health, leading the provision of evidence-based public health advice across a range of areas including the response to COVID-19 and Monkeypox. Professor Smyth served as a Member of the NPHET for COVID-19 and currently chairs the COVID-19 Advisory Group.
She is a Personal Professor of Public Health Medicine in NUI Galway and most recently worked as a Consultant and Director of the Department of Public Health HSE West.
Amongst her numerous contributions to public health medicine is Professor Smyth’s national leadership on public health reform, healthy ageing, and stroke prevention.
Kate Killeen White
Chief Officer, South East Community Healthcare
Kate has held the position of Chief Officer for South East Community Healthcare since 1st January 2019. As Chief Officer, Kate is responsible for the delivery of community healthcare services in the counties of Carlow, Kilkenny, Waterford, Wexford and South Tipperary and across the areas of Primary Care, Older Persons, Disabilities, Mental Health, Health and Wellbeing and Quality, Safety and Service Improvement.
Prior to joining the Health Service, Kate practiced as a Barrister-at-Law specialising in the areas of Human Rights and Constitutional Law, Health Law and Policy including disability and Mental Health, Corporate Governance Strategy and Development Principles including Mergers and Acquisitions and Corporate re-structuring and reform.
With a strong academic background in law, Kate is also currently completing the Diploma in Corporate Governance at Smurfit Business School.
Kate is a member of the Council of HMI.
