HMI Forum for Managers: Reconfiguration of the Irish Health Services

HMI's forum for managers was held on 1 June 2010 at The Boardroom, Tullamore. Over 100 health managers attended.

Bon Secours Hospital, Cork staff awarded HMI Certificates for completing the HMI Certificate in Healthcare Records

A total of 18 staff members from Bon Secours Hospital, Cork were proud recipients of HMI Certificates for successfully completing the HMI Certificate in Healthcare Records programme in March 2010. This popular programme is running both as an open and in-house programme across the country.

Bon Secours Hospital Cork opened its doors in 1915. It is now one of the largest independent Catholic Hospitals in Europe with 343 beds, catering for up to 18,200 admissions, and 29,000 outpatients attendances each year.

Ability West staff awarded HMI Certificates in Health Management, 4 December 2009

Staff at Ability West, the Galway voluntary organisation, who provide services for children and adults with intellectual disability were awarded HMI Health Management Skills training certificates at Ability West’s Management Workshop at The Ardilaun Hotel, Taylors Hill, Galway on Friday 4 December 2009.

The Awards were presented by Denis Doherty, President of the HMI, Health Management Institute of Ireland. Funding for this training was awarded to Ability West by the Health Services National Partnership Forum. In all 48 Ability West staff earned the HMI Certificate.

The 14th Annual HISI Conference and Scientific Symposium 18-19 November 2009

This year's healthcare Informatics conference was launched by Minister for Health Children, Ms Mary Harney TD at the Stillorgan Park Hotel, Co Dublin.

O'Moore Medal awarded to H Stephen Lieber

The 2009 O'Moore medal for outstanding contribution to healthcare informatics went to H Stephen Lieber, President and CEO of the healthcare Information and Management Systems Society (HIMSS). The O'Moore Medal recognised Mr Lieber's work in establishing HIMSS as the world's largest healthcare association associated with information technology and his leadership in initiating the US government's stimulus package for healthcare ICT.

HMI Health Managers Forum, Cork, 18 September 2009
Re-engineering Health Services

Over 60 managers met at Cork University Maternity Hospital to hear guest speakers, Prof John Higgins, Director of Southern Reconfiguration and Bernadette Kiely, Business Consultant, Executive Coach & Mentor

Prof Higgins discussed the reconfiguration project for healthcare services for the people of Cork and Kerry.
He identified the 'headline aims' of service reconfiguration:

  • Single integrated health care service for Cork and Kerry
  • Centralise complex care and deliver as many services as possible locally
  • Better use of resources to get the best possible outcomes for patients
  • New governance structures

The first phase of consultation and communication started in March 2009, since then 42 subgroups have been established and the September target is to collect data about how and where current services are actually being delivered. The plan is for the implementation phase to start in December. [Full report]

Leadership for Service Modernisation Workshop, 15 May 2009

Health care leaders from the two healthcare systems on the island of Ireland met at the HMI/IHM Leadership for Service Modernisation Workshop on 15th May 2009. The event was held at the Pillar Room, Mater Misericordiae University Hospital, Dublin.

Healthcare Ireland Conference, RDS, 1-2 April 2009

Integrating Hospital and Community Care presentation

Marina Bigger spoke by invitation of HMI, about the integration of care for hospital and community care within the Northern Health and Social Care Trust in Northern Ireland. Brian Murphy, National Primary Care Services Manager, HSE, spoke about the Role of Primary Care with Ireland’s Future health Services.

Marina Bigger, Northern Health and Social Care Trust, Northern Ireland

Marina Bigger, Northern Health and Social Care Trust, Northern Ireland, Head of Nursing, Research and Development at Northern Health and Social Care Trust introduced the methods results of the Trust’s project to reorganize patients care.

The NHSCT covers the largest geographical area of any of the Trusts in Northern Ireland. It covers Armagh and parts of Derry.

Back in 2004, the Trust decided to reassess its services to meet the needs of a growing ageing population - the highest users of services - and to prioritise its activities for better outcomes for patients.

The Trust adopted the chronic care model and the whole system approach and started with examining the points of entry of patients into health services, care at home and referral into and out of hospital and all points in between.

Homecare services can now deliver some acute care at home such as re-catherisation, blood transfusion, intravenous drips, and offers mobile night support. Equipment needed for home care no longer encounters long delays but can be provided within 24 hours. Roles of community nurses were redefined to focus on patient care. Nurse-led discharge has speeded up the getting patients back into their homes.

Marina stressed that the approach was not just a matter of incremental change but a major transformation project for them. The process started in 2004 and they are still making adjustments and improvements: a single assessment process is currently being devised and they have agreed a framework for managing health records.

Brian Murphy, National Primary Care Services Manager, HSE, spoke about the Role of Primary Care with Ireland’s Future health Services. He identified the need to realign PCCC staff and the plans to establish 530 Primary Care Teams which would be assigned a ration of 8,000 patients per team. 107 teams are currently in place.

Other speakers at Healthcare Ireland Conference:

  • Mervyn Taylor, Hospice Friendly Hospitals Programme spoke about Dignity and Design – The Case for Renewing our Hospitals.
    He identified some of the key elements of evidence based design:
    • Single rooms reduce infection rate. ‘Increasing the number of beds in a fixed area increases MRSA’, he said.
    • Patients fare better with quiet, so sound absorption
    • Daylight is emotionally uplifting,
    • Orienting the space so that patients can see nature outside their windows, often the window will be at the eye level of the doctor or nurse but not the patient.
  • Tony Carroll, Advocacy Project Manager, Silverstream Healthcare spoke about setting up the advocacy programme for patients at their four residential homes. The purpose of the project was to present patient views, promote friendship, identify opportunity. The project was open to residents only.
  • Health Information Quality Authority presented on Quality and Assurance in Healthcare and outlined their thoughts behind the introduction of regulation of healthcare facilities in Ireland.

Health Managers Forum On Hygiene Audit, January 2009

Ten senior managers took part in the HMI Forum on 20th January 2009. HMI put the event together quickly to capture the views of managers on the Audit which was published over Christmas.

Participants in the Forum, which HMI plans to run at regular intervals, worked with a facilitator to discuss the topic and share experiences and views. The Forum observed Chatham House Rules: no names were attributed to the comments.

Managers in the January HMI Forum said they valued the opportunity to exchange views frankly and openly, to network with colleagues and to share experiences and learn from each other.

HMI plans to run further Forums following a similar format. Feed back your comments on the Hygiene Audit.

HMI Council meet with Northern Ireland Health Managers, November 2008

Health managers from the South met with Northern Ireland colleagues at The Institute of Healthcare Management (IHM) Northern Ireland Division Annual Conference at Newcastle, Co Down on 26-27th November. The conferences attracted over 100 key decision makers (including Chief Executives, Directors, Senior Managers and Professionals) in Health and Social Care in Northern Ireland..

Speakers included: Goran Henriks, Director of Jonkoping County Sweden, Andrew McCormick, Deputy Director and David Sissling Director of NHS Reform.
